Thinly slice beef across the grain. Season with soya sauce and a pinch of baking soda; rest 15 min.
Heat wok to smoking. Add oil and sear beef in batches — 2 min per batch. Remove.
Stir-fry garlic and ginger 20 seconds. Add peppers and toss 2 min.
Return beef. Add black bean sauce and 3 tbsp water. Toss vigorously 1 min.
Finish with sesame oil and spring onions. Serve immediately over jasmine rice.
